Outlook 2003 - Get mail pop up but not envelope?

I use Outlook 2003 and do get the transparent popup when a mail arrives.
However if I miss seeing this I used to rely on seeing the new mail envelope
in my taskbar. Recently this envelope never appears. Can anyone tell me
how to fix this?

If you're using Windows XP, Use Customize Notifications to make sure the
behavior of the "You have new unopened items" icon is "Always show".

Brian,

I see some past notifications which have incorrect icons one of which is the
missing envelope!
