Outlook 2003 hang when clicking on link in email message.

I have a user with Outlook 2003 and IE 6.0. Every time he clicks on a link
in Outlook, it appears that nothing happens. But several minutes later, the
link will come up. Usually over 10 minutes later.

I have installed IE 7.0, nothing happens. I've even had him use Firefox,
the same thing happens. I am getting IE and Outlook hang errors in the
application logs.

I fixed this problem for him once, by reinstalling XP service Pack 2. But
now that doesn't work either. I've done a lot of research on this one, and
I've found no answers. Anybody have any other ideas? The user is at wits
end as many of these links he needs are not "cut and paste"-able.
