outlook 2003 hangs when clicking To... in new mail

XP Pro sp 2
Office 2003 sp3
NOT using Word as editor
Contacts: Show this folder as an e-mail address book IS set
NOT using Exchange - Pop3 account

Problem

Click New Mail
then Click To... in order to select an address
Outlook completely hangs
I can only kill through the Task Manager

Only way of using the contacts is to click Contacts and then right mouse and select Send new Message to contact.

Does anyone have a solution to this, please?
