Outlook 2003 Headers only problem

I am using Outlook 2003 in Cached Exchange mode and when I hit <Send/Receive>
I only receive the headers of mails. This is even though "Download Full
Items" is selected. Basically, none of the options for controlling
donwloading of mail items seem to work. If I allow cashed exchange mode to
work by auto updating (no <send/receive> pressed), it works properly. The
only way to then download the full ietm, is to select it (it then donwloads
from the server)

This used to work, but seemed to stop recently. Other users on our Mail
server do not have a problem. The real issue is that in this mode, I can not
use EMail remtoely on a slow connection (eg GPRS). Any help appreciated
