Outlook 2003 - how to force reminders to stay on top until user closes?

Hi,

With Outlook XP and previous versions, reminders would be on top until
someone closed them down. With Outlook 2003, if you are in another
application, there doesn't appear to be a way to force the reminders to stay
on-top. Is there a way to do this?
