Outlook 2003 Hyperlink Operation canceled restiction error

I have a single user that when they attempt to open a link while in Outlook
2003 they get "This operation has been canceled due to restrictions in effect
on this computer."

I know this has been beaten to death but it is not related to KB article
894179.

Background.

User sits in OU with same GPO as being applied to rest of organization.
Rest of organization is not having this issue.

We restrict based on approved list of executables (naturally we are setup
correctly since it works for other users in the OU)

IE Version for user: 6
Office Version: 2003
OS: XP SP2

Domain Controllers: Windows 2003 R2 fully patched.
Ran Repadmin /showreps (no issue)
Repadmin /showconn (no issue)
DCDiag (No issue)
Netdiag (no issue)



All applicable OS and App patches applied

Testing:

Outlook open and task manager open clicked on a link in a e-mail to see if
could determine if additional .exe was running. Only saw inetinfo.exe pop-in
but this is an approved .exe

We then went to two other XP systems one with V6 and one with V7 and logged
in as user creating new local profile. Setup Outlook and attempted link and
still got same error.

Did google searches for error

Came across; KB894179 : Not issue because can click open, save, or cancel
in a file download. Also check version of shdocvw.dll and our version is
higher then they indicate in this article

Came across: KB 307818

Not applicable since not running Office XP or IE 5.5

But still check registry key and reset internet options with no luck. (On 4
different XP machines, 2 with IE6 and 2 with IE7)

Any ideas or someone can tell me what executable is attempting to be run
when selecting a link in an outlook 2003 e-mail message.
