Outlook 2003: I get a red X instead of downloaded pictures

Although I have unchecked the "Don't download picturesin HTML" box and have
tried creating a new profile and importing my old messages, I still get the
red X (in the old messages). I have been through my security settings and can
see no problems. What should I try next?
