Outlook 2003 / IE 6 -7 Memo Style Margins

I'm having a problem with Outlook 2003 margins not being retained.

The margins shown within Outlook/ File/Page Setup/ Memo Style/ Paper are
correct but they are all zero's when looking at the page setup of the
individual mails.

If I set the margins within Internet Explorer then this cures the problem
but only until the PC is rebooted when they revert back to zero's.

Any help, greatly appreciated.
