Outlook 2003 Import .pst from one machine to another

Trying to import .pst from one machine to another on
different domains/servers. Is there any work around?
I keep getting "You Cannot Open Other User's Outlook 2003
Folder with Owner Permission" . I have admin rights on
the machine and .pst has all permissions!

check the file permissions in windows explorer. Also, can you open it using
file, open?
