Outlook 2003 in Offline Mode

Just an annoyance... on Win XP with Outlook 2003 (various service
packs/patch levels as I see this from time to time on more than one
computer) I find that sometimes when I am working offline and "send" an
email, sometimes it is stored/queued in the Outbox and other times it goes
to my Drafts. What circumstances define if my offline sent messages will go
to Drafts or to Outbox?
