Possibly it is a corrupt .pst file. You may have to create a new one (and
hopefully can migrate your old data into it).
- Unload Outlook.
- Rename the .pst file (to, say, <filename>_OLD.pst).
- Start Outlook. It will complain that it cannot find the .pst file and
offers to browse around to look for it. Instead just skip that step and
let Outlook create a new but empty .pst file.
- Then use File -> Open to load the old .pst file. You can now drag items
out of your old .pst file into your new one.
- You'll have to redefine the e-mail accounts you had before.
Before you decide to create a new .pst file and migrate your old data there
and have to recreate your e-mail accounts, and if you're willing to dig into
the guts of the .pst file, below is a canned response on how to delete
hidden read receipts that are stuck in the Outbox folder although the
procedure should be similar to find any object in that folder. Just be sure
to save a copy of your .pst file before editing it with these tools. If you
mangle the job, you can delete the mangled .pst file and go back to your
original .pst file.

Outlookspy isn't free. It expires after its month trial period but is
fully functional during that time. Use it to fix your problem, then
reconfigure Outlook's tracking options to always ignore read receipt
requests.
