Outlook 2003 in Vista, message stuck in Outbox

I know there are many posts regarding this problem. I have tried deleting
offline, setting up a new personal folder file, nothing works, When I try to
delete it says"the item may have not been deleted correctly. If someone sent
you the item ..... Outlook has already begun transmitting"

If I try to move it "Can 't move the items, the item could not be deleted.It
was either moved or already deleted, or access was denied"

Help.

Don't know which or whose procedure you followed for "deleting offline".
Did you try this one? Offline mode may not be sufficient. Be sure to
unload and reload Outlook (in its safe mode).

Delete an item stuck in the Outbox folder:
- Load Outlook.
- Put Outlook in offline mode (File -> Work Offline: enable).
- Exit Outlook.
- Load Outlook in its safe mode ("outlook.exe /safe").
- Delete the stuck item in the Outbox folder. If you don't want the
item to move into the Deleted Items folder, use Shift+Del to
permanently delete the item.
- Put Outlook in online mode (File -> Work Offline: disable).
- Restart Outlook in its normal mode.

Same thing happens, it won't move

Reboot into Windows' Safe Mode (withOUT networking) and try the above
procedure again.

Possibly it is a corrupt .pst file. You may have to create a new one (and
hopefully can migrate your old data into it).

- Unload Outlook.
- Rename the .pst file (to, say, <filename>_OLD.pst).
- Start Outlook. It will complain that it cannot find the .pst file and
offers to browse around to look for it. Instead just skip that step and
let Outlook create a new but empty .pst file.
- Then use File -> Open to load the old .pst file. You can now drag items
out of your old .pst file into your new one.
- You'll have to redefine the e-mail accounts you had before.

Before you decide to create a new .pst file and migrate your old data there
and have to recreate your e-mail accounts, and if you're willing to dig into
the guts of the .pst file, below is a canned response on how to delete
hidden read receipts that are stuck in the Outbox folder although the
procedure should be similar to find any object in that folder. Just be sure
to save a copy of your .pst file before editing it with these tools. If you
mangle the job, you can delete the mangled .pst file and go back to your
original .pst file.

One method of getting rid of hidden stuck read receipts is to use
Outlookspy. See http://www.outlook-tips.net/howto/delete_rr.htm.
Outlookspy isn't free. It expires after its month trial period but is
fully functional during that time. Use it to fix your problem, then
reconfigure Outlook's tracking options to always ignore read receipt
requests.

MDBVU32.EXE from Microsoft is free but more difficult to use. Read
