Outlook 2003 Inbox will not sync up with Exchange server

I have a user with a new laptop running Ofiice 2003 we cannot get his Inbox to sync up with the Exchange 2000 server if I have use Exchange Cache mode checked. Every other folder syncs up fine. The Inbox is checked to sync in the setup. If I turn off the cache mode we see all 1462 e-mail in the inbox. I've deleted the .OST file with no luck. Anyone have a suggestion?
