Outlook 2003 inside domain email going to junk folder

We are running SBS 2003, with exchange server and outllook 2003 , a few of
users are experiencing something weir, internal email (inside the domain)
from some users, are being sent to the junk folder by Outlook. Any body have
an idea as to why this is happening?
