Outlook 2003 install failures

Trying to configure 4 new dell pc's (with vista business OS) pre installed.
Office pro 2003 will not install OUTLOOK, get the failure message..
mapisvc either not installed or no permission to access.
Using administrator account, any ideas what I may be overlooking??
Thanks in advance for any pointers.
