Outlook 2003 install over Office 97

We are looking at a mass Outlook 2003 deployment via SMS
using a transform file. We have a few machines that are
running Windows 2000 Pro SP3 with Office 97 (no Outlook
client installed). When we apply the transformed install
to those machines, the Outlook component does not install,
although other components of the Outlook install do. When
we run the install without a transform, the Outlook
component is not available by default. We can force it to
install from the GUI, but the transform does not seem to
work.

Any ideas?
