Outlook 2003 is converting some emails from HTML to .txt files

I often receive a circular email where the sender uses the BCC box for the
circulation list but leaves the 'To' Box empty. I have put the Sender on the
'Safe' list etc. and though Outlook delivers to my Inbox (not Junk Box) it
converts the mail from HTML to .txt -making it unreadable of course. If the
sender remembers to put an address in the To Box it arrives okay. Can I stop
this conversion happening? Thanks!
