Outlook 2003 is not creating a nickname file

I have a user running Outlook 2003 in cached mode. Her PC is not creating
the Outlook nickname file. If she adds nicknames in Outlook, they do not
appear the next time she starts the application.

I checked the folder that should contain the .NK2 file and the file is not
present. The user has full rights to that folder. In Outlook, I have
"Suggest names while completing To, Cc, and Bcc fields" turned on. She
originally used Office 2003 and was upgraded to Outlook 2003.

Is there any fix to this other than creating a new Outlook profile and/or
re-installing Office 2003?

Usually the only fix is to create a new mail profile. This isn't such a big
deal. She won't lose any current data if the new profile points at the
existing data store.
