Outlook 2003 Junk E-mail Folder

I have outlook 2003 and have the Junk E-mail setting to safe list only. The
issue is that even though I have the safe list only setting I still receive
all e-mail in my inbox and nothing gets moved to the Junk E-mail folder. I
have run all the updates from the microsoft site. Please help.
