Outlook 2003 junk email problems

I am attempting to limit the amount of spam email I get. One thing I have done is to select all International TLD's to block all the spam coming from outside the US. But it doesn't seem to be working. Does anyone know if Outlook looks 8) at the "Received" field or the "Message-Id" field of the email header for TLD information?

Neither as you cannot block based on the country is has been sent from. The
TLD is determined by looking at the From field. In addition you can block
items that contain a certain encoding.
