Outlook 2003 Junk Mail Filters - Not Working As Designated

In the Junk Mail Options, I currently have "No Automatic Filtering" checked
and no email addresses in the Blocked Senders folder. I am still getting
emails in the Junk Mail folder. How do I get this feature to stop doing this?

I currently have two user ID’s on my laptop: one for home use and one for
work. I have a spam program titled “iHateSpam†running on both ID’s. This
issue has occurred on my work ID and not on my home one.

No, Outlook cannot process something it hasn't been downloaded first. See if
your ISP offers server side junk e-mail protection.
