Outlook 2003 Junk mail update will not install

Good Day,
Installed all the recent updates except for Update for Junk Email Filter KB
916521 which refuses to install at all. (Last update in February 2006.) Now
have a taskbar showing "Updates to install" repeated attempts to load
finishes with u"date failed to install."
Any suggestions?
