outlook 2003 junk mail

sender is outlook 2003; mail server is exchange 2003 sp1; receiver is outlook
2003 fully patched with sp2 and latest (october) junk patch. i have a
repeatable instance where an email ends up in the receiver's junk folder.
most email works correctly. the same email sent to another user is not
delivered to junk folder. sender and receiver both have accounts on exchange
server. i assume that the problem must be with the receiver's outlook but i
can't figure out what. imf is in use, but i don't think it should be in play.
can anyone help?

Any details on the message that is being considered as Junk? Tried putting
the address in the Safe Senders list already?

the message appears to be pure text. the only thing a little unusual is that
it has about 10 replies (dialogue back and forth). we put the local domain in
safe senders. but my read is that local mail should never go to junk.
