Outlook 2003 keeps requesting password

Every 10 seconds, Outlook 2003 asks for my password. Clicking "Remember
Password" has no effect. I've followed the instructions in Article ID 290684
to edit the Registry to delete Protected Storage System Provider but still
the problem occurs as soon as I hit Send and Receive. I've also tried Detect
and Repair.

I would just like to be able to send and receive emails in Outlook.
