Outlook 2003: lost some menu and toolbar items

I have been having a heck of a time setting up a new install of Office 2003.
The latest problem is that a few of my Outlook tool bar and menu items are
gone.

There is no longer a menu item for RULES. Gone. It was there before, but it
hit the road.

Also, there is no send button or menu item when editing a new email. I have
tried with and without the MS Word editor. Makes no difference. I have a
whole stack of drafts, but no way to send them!

Any ideas on how to fix this or how it happened in the first place? I should
mention that I tried to fix it by running the install again and using the
REPAIR option. I also reinstalled over top of the existing install. No
change.

Roady

Rename outcmd.dat to outcmd.old (so you can change it back in case it
doesn't help). This will reset your Toolbar.
