Outlook 2003 Mailto: Can't create the item

When I click on a hyperlink containing mailto:, outlook gives the above error.
I already tried (unsuccessfully) to:

- delete FRMCACHE.DAT file
- follow instructions on http://microsoft1.groupbrowser.com/t45339.html
- follow instructions on
http://blogs.technet.com/kclemson/archive/2004/07/29/200828.aspx (seems not
related to my problem, as I can open correctly attached messages... but I
think there could be something involved, as I did the "exposing SCL trick"
described in the article
.... is there somebody who can help me, to solve my problem without
reinstalling outlook?

I use XPsp3
