Outlook 2003 - Menus and right click menus not appearing

When I right click or select "File" or "Edit", the menu with does not appear,
just a faint right and bottom edge. The same happens when selecting the menu
buttons such as "New Message" or "Move to Folder". I have already tried
reinstalling and repairing using the disc.
