Outlook 2003 message header does not display in email on reply

Message header does not display on a reply or forward (in the body of the
email) when any email is currently opened.

Message header being…

From: XXXXXXXXXXXXXXXXXXXXXXXX
Sent: Thursday, October 30, 2008 3:06 PM
To: XXXXXXXXXXXXXXXXXXXXXXXXXXXX
Cc: XXXXXXXXXXXXXXXXXXXXXXXXXXXX
Subject: Outlook reply-message header problem

However if no emails are currently open and you select reply or forward from
the navigation pane it will show the message header

If the user selects rich text format in the email the header appears.
