Outlook 2003: Need to export each Contacts folder for several thousand users to individual .csv fil

We have appx. 8k users on Outlook 2k3 and someone has decided that we
need to export the Contacts for each of these users to an individual
..csv file... is there any way to accomplish this with either a
third-party tool or the Outlook API? Any help would be greatly
appreciated.
