Outlook 2003 New message tab horizontalruler

When creating a new massage the tab horizontal ruler sits at the top of the
main pane. It did dissapear when start typing now it stays there. How do I
alter this setting ?

What you are seeing is a Word feature used by Outlook when Word is set as
the email editor.
You can view the ruler at will by hovering your mouse over the thin bar at
the top of the body of the message (or click on it).
To keep the Ruler there use View | Ruler.
