Outlook 2003 no longer can access Hotmail Plus

I am using outlook 2003 (11.8118.8112, SP2),
win XP pro SP 2 (ver 5., build 2600.xpsp_sp2_gdr.070227-2254 : servcie Pack 2)
IE 7.0.5730.11
This is my own, personal IBM T41 laptop (i.e. I’m not on anyone’s network &
I have admin privileges)
Up until 3 weeks ago, I could download Hotmail Plus into Outlok 2003
I added no software or any programs at all, outside of Recommended Win
security updates.
I can no longer access hotmail through Outlook 2003. I keep getting the same
error message:
task 'Hotmail: Folder:Inbox Synchronizing headers.' reported error
(0x800CCC32) :
'Access to the account was denied. Verify that your user name and password
are correct. The server responded 'Authorization required'.'
Steps taken:
1) downloaded and reinstalled the recommended patch (KB904942). That did not
help
2) deleted the account from outlook & then re-added it back into Outlook
2003, following the instruction in the Microsoft Knowledge base Article ID :
287424
3) verified user name & password, by logging on successfully to Hotmail via
internet (I also verified that hotmail Plus is paid for and active, with
Hotmail Billing staff)
4) tried to connect with Windows in safe mode with netwrok support. got same
error message.
5) Reset IE 7 security settings to defaluts, and addedd msn.com,
services.msn.com, and hotmail.com to Trusted sites". that did not help
6) spent 2 hours on phone with tech support for Outlook 2003: they could not
figure it out, though they noted that under tool>email accounts>view/change,
when I click on hotmail, the server option is only "other", not msn or
hotmail on drop down list. They had me type in the url (that I have always
used) http://services.msn.com/svcs/hotmail/httpmail.asp
[and also tried http://oe.msn.msnmail.hotmail.com/cgi/-bin/hmdata], neither
worked. Did outlook detect & reapir, no help. They swore that the problem was
not with Oultook or IE, but must eb with my Hotmail account.
7) spent 1 hout with hotmail Plus tech support. They could not figure it
out, other than to say my account was fine and it should work. Hardly
illuminating.

Is there any other option to get a paid Hotmail Plus account to work?
