Outlook 2003 not closing properly

I have a user that is on XP and is using Office 2003.
When outlook is opened an active service button is placed
on the bottom right tool bar indicating that the software
is running. The problem is that when you close outlook,
the service button on the bottom of the toolbar doesn't go
away. In order to really close Outlook you have to do an
End Task in the Task Manager or you can't open Outlook
again.

Has anyone else experienced this? If so, do you know what
I can do to fix the problem.

The new tray icon has a setting called "Hide when minimized" which when
check and Outlook is minimized, removes Outlook from the Windows task bar,
but keeps the tray icon displayed so that you can "re-retieve" Outlook
easily. This is designed to save space on the task bar for other apps.
What is likely happening is that your user has this option checked (right
click on the tray icon for the setting) and then minimizes rather than
closes Outlook. To close Outlook down without having to kill the task,
simply click on the tray icon to restore Outlook, and then close it using
File -> Exit or the Control Box (i.e. the "X").

In addition to what Steve has said, if the user is using a PDA or has Fax
software installed, it may be keeping Outlook TSR.
