Outlook 2003 not connected to server

The user has Office 2000 but Outlook only was upgraded to version 2003. When
clicking send/receive, communication is established and Outlook updates but
then the Outlook icon has a red x through it. (The link to the server does
not stay open.

When a new user is created on the machine Outlook configures properly.

What should I look at?.....general configs look normal.
