Outlook 2003 not connecting to POP/Email server on startup

On occasions Outlook, when I start it doesn't connect to my email servers.
I have to click on Send/Receive in order to download new messages.

It doesn't happen all the time, only occasionally.

What settings do I look for to see what could be causing this?
