Outlook 2003 Not Sending from Outbox

Windows Home XP (SP1)
Just installed Outlook 2003 over previous Outlook 2000. Outlook Mode on
the About box is default.

Massages won't leave the Outbox. I can delete them though. Receiving
messages okay. (I can send messages with OE if I open and use that.)
Testing Outlook 2003 mail settings with. Tools> E-mail Accounts> View or
Change Existing E-mail Accounts> Select Type POP/SMTP> Change> Test
Account Settings= Everything works. It apparently even sends something
to MS, to which MS sends a reply. These probably aren't actual Mail
messages, and they don't show up in the Sent Items folder.

When I show progress of F9, on the error tab I get:
Task 'Personal Folders - Sending and Receiving' reported error
(0x80048002) : 'This task was cancelled before it was completed.'

Updated Office on the MS update site. It required one.

Tried running Scanpst.exe to repair outlook.pst. It found problems, but
said it repaired them.

Tried right-click on outbox> properties> un-checked Automatically
Generate Exchange Views.

This Knowledge Base article seems to be on the subject, but it doesn't
help:

"SYMPTOMS
Sent items may remain in your Outbox folder. Because the items do not
leave the Outbox, you do not receive responses to messages, meeting
requests, or task requests. In this situation, you do not receive a
warning that the items have not left your Outbox until you quit
Microsoft Outlook. When you quit Outlook, you may receive the following
message:
There are still e-mail messages in your Outbox. Would you like to exit
anyway

Exiting in <15> seconds

CAUSE
This behavior occurs if you are working offline and one of the following
situations is true:
You addressed the item to someone in your local Personal Address Book
(PAB). -or-

You use a Microsoft Exchange Service and addressed the item to someone
in your synchronized Global Address List or your synchronized Outlook
Address Book Contacts."

What's my next step?

- Nehmo -
smtp-server.kc.rr.com is the is the server. Besides, I've used Outlook
2000 for years and I can send with Outlook Express now. The problem has
got to be on my side with Outlook 2003.

- Jeff Stephenson [MSFT]-
Can you turn on diagnostic logging (see
http://support.microsoft.com/default.aspx?scid=kb;en-us;Q300479, it works
for Outlook 2003 as well) and post the OPMLog.log file after you try to send
some mail?

- Nehmo -
I turned on diagnostics logging for Outlook 20003. It generated the log
below. I tried to send more than once. The Address Boos Synch operation
may be from a plugin, Plaxo. By the way, I tired turning off all the
plugins, but it didn't help, so I turned them back on. I think the
problem is in...

I had the exact problem that you did and also found the knowledge article to be of no use as I was connected and still had the same problem. As it turned out my problem was with my mcafee software and ms xp. mcafee is working on a patch that will get them compliant with ms protocol. In the mean time mcafee had me stop one of the processes in the task manager and everything is now running smooth as silk.

I turned on diagnostics logging for Outlook 20003...I think the
problem is in...

order to not to stamp it with next account, we set hrStatus
MAPI_E_USER_CANCEL. (ulAsynchPhase = RSF_ABORTED)
What does that mean?

I now can send mail; my problem is solved. I think I corrected it by.

In Outlook 2003

Tools> E-mail Accounts> View of Change Existing E-mail Accounts> Then I
set my

Name: pop-server.kc.rr.com Type: POP/SMTP

as the default. I had had

Name :personal folder Type: MAPI

set as default.

MAPI = Messaging Application Programming Interface

I solved my problem by changing which "E-mail Account" was set as
default (I explained with more detail in another post in this thread). I
don't use McAfee Virusscan; I use AVG 6. But what you reported is
interesting. What process did they have you stop? What was its normal
purpose? And do you have to stop it every time you boot-up?
