outlook 2003 not sending or receiving

hello
my outlook 2003 doesn't send or receive. i have win xp. i've called my isp
twice. both times they went thru making sure e-mail settings (tools>e-mail
acc't) have the correct pop3 & smtp port numbers, e-mail addresses, password,
user name etc. they say all is ok on their end. i use att.yahoo.com. i
disabled my anti-virus (Kapersky) as a test and no good luck. second call to
isp they said i should download any microsoft updates to outlook then call
back to fix. i did that, but again no luck. however there were a number of
updates and not sure if i got all or the right ones. and so after 3rd call
isp told me i needed to reinstall outlook. when trying to send i get 3
different error messages. 1) error 0x80042108 - l/o not able to connect to
pop3; 2)error 0x800ccc0f - connection to server interrupted; 3) and randomly
i get popup error window asking to enter my network password and when i do
the win keeps reappearing - endlessly !
that's the problem as best as i can explain it.
my question is 1) there something that can be done that the isp help missed
( i just as soon keep o/l 2003 if i can) or
2) do i really need to reinstall outlook ? and if so, i don't want to lose
all my saved e-mails?
3) or do i need update to outlook 2007 and also without losing all my
e-mails and settings?
i know this is involved so
thank you very much in advance

You may have connection problems that prevents your Outlook from
connecting to your ISP's mail server.

Reinstalling Outlook will *not* lose your emails or other data; it is
all kept in your PST file. However, it is always a good idea to make a
backup of your PST file(s) before you make any changes to your mail
system. (Backup while Outlook is closed!)

On the other hand, reinstalling Outlook rarely solves problems as you
describe, nor will an upgrade to Outlook 2007.

A good start may be to delete and recreate your mail profile.

thank you for your reply.
i'll try your suggestion. also i forgot to mention that i do have another
e-mail address thru my isp web page and i have no trouble with that one. Also
i'm able to get to the 'problem e-mail address' by accessing it thru the
AT&T's (my isp) web mail site but not thru my outlook. does that change
anything ? ?
thanks again

Since you say your ISP is AT&T, it's likely that your mail provider is Yahoo.
What settings for server, port, and encryption are you using?

Hi Brian
yes i'm with yahoo (this info is for my e-mail that doesn't work)
- incoming server is (pop3):pop.att.yahoo.com & port is 995; outgoing is
(smpt):smtp.att.yahoo.com & port is 465. encryption for both (ssl) but not
checked. help support from yahoo have taken me thru this 3 or 4 times with
encryption checked and not checked & no good results.
In Pat's reply she suggested i change my profile - i thought i knew what
that was but i must now sheepishly admit i found out that i don't & so
haven't tried it yet. would you kindly tell me how to change my profile to
see if that helps to clear things up.
also, when i try my outlook after updating outlook i only get one error
message instead of the 2 as listed below.
now it's only the error message - 0x800ccc0f "...connection to server
interupted ..." for both sending and receiving processes.
thank you again very much for your responses.

The SSL box should be checked for AT&T Yahoo servers.

Do you scan incoming or outgoing mail with your antivirus program? If so,
thta's a leading cause of this type of error. Completely uninstall your AV
program and test. If the test works, then reinstall the AV program without
the mail scanning feature. You will be just as safe.

hi Brian
i'll try your suggestion 1st. i've disabled my antivirus which didn't work
but not uninstalled it.
i haven't tried a new profile yet. i was told that it meant creating a new
e-mail address, can you tell me is that right ? ? ?
i didn't want to do that if i could find some other way of correcting the
problem.
i have a number of daily and weekly e-mail things that i subscribe to plus
all my e-mail contacts.
and if i change my e-mail address in my profile i'd have to also change it

For some AV programs, disabling the add-in isn't enough to prevent it from
interfering.

No, that's not correct. Just add your account using existing mail address,
server names/ports, and credentials. Start the Mail applet in Control Panel,
click Show Profiles, then click Add. Use the Data Files button to add your
existing PST to the profile and the E-mail Accounts button to add the account.
Do this all without starting Outlook.

If you leave messages on the server, they'll all download again with a new
profile, so you might want to use a new PST long enough to allow them to all
download, then change the default PST back to your original one. You can then
just delete the PST you used to accumulate the repeat downloads.

Hi
I've tried to add a new profile - which i thought i followed the
instructions, but when i open outlook i get a whole new outlook win. - none
of my old settings are there and none of my e-mails from the server will
download, even if i click on the 'send/recieve' button. at that point i get
the same error message as before - 'pop.att.yahoo.com (0x800ccc0f) connection
to the server was interupted'.
what did i do wrong ? ?
thank you again

That's what adding a new profile can do - start with a clean Outlook. You can
add your existing PST to the profile to be able to see yor existing contacts,
e-mail, calendar, etc.
and none of my e-mails from the server will
download, even if i click on the 'send/recieve' button. at that point i get

Since you don't state exactly what you did do, there's no way to tell what you
did wrong. Sounds to me like you've misconfigured your mail account settings,
selecting either wrong server names, wrong port values, or wrong encryption
settings. It could also be that you have an Internet security suite in place
that's cutting off the connection.
