Outlook 2003 not sending read receipts

We are moving from outlook 2000 to outlook 2003, still running Exchange 5.5.
I am seeing that users who have moved to outlook 2003 - their client is not
sending read receipts back to the senders who have requested them. Is there
some setting that needs to be changed? This is not for internet users, hence
not related to the tools - options - email options - tracking options -
marking how to respond to requests for read receipts that apply only to
internet accounts. This is for users on the same Exchange server. Thanks.
