Outlook 2003 offline -- can not use Rules

I just upgraded Outlook 2000 to Outlook 2003. I use it for POP, not
for Exchange Server. I can not use Rules, it says I need to be
"online". I have DSL so I am always online! Why does Outlook 2003
think I'm offline? There is NO "work offline" item in the file menu.
HELP! How can I use Rules with Outlook 2003 with a POP account???

IT sounds like the profile is corrupted - try making a new profile.
