Outlook 2003 on Vista? Broken by Update?

When I first bought my Vista (Business) machine, last year, it came with
Outlook 2007 pre-installed. I had to remove it and install Outlook 2003
because my main client needed me to create OFT files, which Outlook 2007 no
longer does.

On April 19, I updated my Visual Studio 2008 isntallation, and checked for
software updates. I went ahead and installed the one recommended updated
without looking to see what it was.

I turns out that the update was for Office 2007, which I do not have
installed (I removed any components that had been installed in favor of my
Office 2003 for Small Business suite).

The same day, Outlook 2003 stopped filtering junk mail. I use the "Safe List
Only" setting, which automatically sends all incoming mail to the Junk E-mail
folder unless the sender is on my Safe List. Now all mail that does not have
a specific rule set up for it goes to my Inbox (and causes the audio alert
and desktop alert over the taskbar).

I have checked the settings repeatedly. I have switched the settings and
restarted my machine, then set everything back to the way I want it, but it
still does not work. The feature seems to be "burnt out" to use an analogue
metaphor.

I have been using Outlook with these settings since late December 2007, and
I have had no problems until now. I made no changes to Outlook before this
happened. The only change I made to my system in any way was registering my
copy of Visual Studio 2008 and installing the Office 2007 software update.
