Outlook 2003 only opens on fresh reboot and always in safe-mode

rarely 1 in 20 starts does it start in ordinary mode

I want to use OutBack back-up utility for old mail. When i initiate this
process, outlook shouts down and hangs Outback

Sounds like this add-in is your issue. Check for updates of it or contact
the vendor for support.
