Outlook 2003 Outbox empty but still trying to Send mail

Outlook 2003 on Vista.
Outbox is empty. Send/Receive cycle repeatedly reports 'Sending message 1 of
3'
Suspect these were message previouly deleted from Outbox.
- Where do these phantom outgoing mail records stored?
- How can they be deleted?
