Outlook 2003 outbox shows items, but there aren't any there

My Outlook 2003 Outbox shows a total of 18 read messages, but there are no
items actually in the outbox. When I go to close Outlook, I get this
message: There are unsent items in your outbox, do you want to send them now.
If I click 'yes' and re-open OL, it still says there are 18 read messages
there. I can't get rid of thse phantom outbox read messages. Can anyone
enlighten me?
