Outlook 2003: Paste Special is always greyed out

Where I work, our desktop people have developed a common pc disk "image" to
faciltate our "common operating environment" ("COE"). In doing so, they
managed to hose up Outlook 2003 so that "Paste Special" is always greyed out.
This is a serious problem because Outlook ships with HTML (not secure, not
recommended) as the default message format, and PASTE-ing plain text into an
HTML e-mail from an application such as WRQ's Reflection terminal emulation
produces double-spaced garbage with the horizontal formatting completely
trashed. You have to first paste into Notepad, then provide an area in the
message of Style "Formatted", select, cut/copy from Notepad and then paste
into Outlook to maintain the original formatting. Paste special should do
this for you in one or two clicks.

Any ideas on how to un-grey Paste Special and make it available?
