Outlook 2003 POP3

I set up Outlook 2003 for a POP3 profile. I can send email but cannot receive
email.
This is the error it returns:
Task 'MSN - Receiving' reported error (0x80042108) : 'Outlook is unable to
connect to your incoming (POP3) e-mail server. If you continue to receive
this message, contact your server administrator or Internet service provider
(ISP).'

What gives?

Is this a paid MSN account?

I originally signed up with a bundle package with QWEST, which included DSL.
I configured my Outlook profile on HTTP. HTTP does not allow full use of
Outlook functions, that's why I wanted to use POP instead. Please explain
'paid account'.

What don't you understand? "paid account" means an MSN account you pay for.
If you signed up for an Internet service and received as part of the package
an MSN account, then it's a likely a paid account. I just checked on
Qwest's web site and see that it's an MSN Premium account. I'm not sure
that MSN even offers POP accounts any more. Were I you, I'd consult the MSN
Members Center and get Outlook Live. Judging from the web pages MSN
presents, however, I'd say they really want you to use Windows Live Mail.
That or the Outlook Connector should allow your existing Outlook to access
the Windows Live Hotmail data.
