Outlook 2003 printing margins

When printing an HTML e-mail message in Outlook 2003, there is a 3 mm
difference in the left margin between the header portion and body portion. In
other words, the header margin is 3 mm further from the left edge of he page
than the body margin. Margin changes in page layout in Outlook have no
effect. If I change the left margin in IE, there is a change but the
difference is always there. Any suggestions?
