Outlook 2003: Prioritize Global Address Book over Local?

I want to prioritize the order my Outlook 2003, running off of exchange 2003,
pulls its lists of addresses. I have some users that have created personnal
email address books that are currently taking priority over the Global
Address book. Is there anyway to tell it to always default to the global
address book? I found this KB article but it's only for Outlook 2000 that
should do exactly what I want it's not the same it 2003.
