Outlook 2003 Pro cannot start without a data file

Bottom line: Outlook will not start without a data file and I am unable to
create or access one.

I got a new computer which came pre-installed with Windows XP and a trial
version of Office 2007. I wanted basically the same applications/experience
I had been using on my old computer, so I removed Office 2007. Since I no
longer had access to my previous "Office 2003 Student/Teacher" edition
installation files/CD, I purchased/downloaded "Office 2003 Professional" from
esoftwaremall. I applied all recommended/Express updates using Microsoft
Update.

Upon first attempting to start Outlook I receive:

A. Info Box: "Configuring Outlook Accounts" and,
B. Warning Msg: "Unable to open your default e-mail folders. Outlook could
not start because a data file to send and receive mail could not be found. To
add a data file, such as a personal folder file, double-click the Mail icon
in Windows Control Panel" --OK--

As directed, went to Control Panel, Mail with these results:
1. On select --E-mail Accounts--, --New Outlook Data File...--, Types of
storage selection area is blank, --OK-- is grayed-out.
2. On select --Data Files...--, selection list is empty (tried this both
before and after I copied and loaded .pst file from my previous computer,
running
Outlook 2003 Student edition), --Add...-- gives same result as described in
"1. in --E-mail Accounts--". Boxes for --Settings...-- , --Open Folder...--
, and --Remove-- are all grayed-out
3. On select --Show Profiles--, there is one profile "Outlook" listed, but
the --Properties-- gives same result described above in Control Panel, Mail
options. Can perform profile --Add..-- but I get Warning Msg: "There was an
error locating one of the items needed to complete this operation. It might
have been deleted. --OK--"

FYI, Excel, Word, and PowerPoint seem to start just fine

So far I have tried, but failed, to correct them problem per:
a. http://office.microsoft.com/en-us/outlook/HA010771141033.aspx "Reconnect
your old Outlook data file" since Outlook will not start
b. http://support.microsoft.com/default.aspx/kb/829971 "How to create a .pst
file in Outlook 2003" since Outlook will not start and Cotrol Panle, Mail
route does not work I have also read, downloaded, or tried:
c. http://support.microsoft.com/kb/287070 "How to manage .pst files in
Outlook 2007, in Outlook 2003, and in Outlook 2002"

Office 2003 Resource Kit"
e. http://support.microsoft.com/kb/970928 "Outlook Tools: description of
sample tools for managing PST files in your Outlook Profile" (cannot create
new or add existing .pst, get error hRes = 8004010f from addpst.exe)

I get the same behavior when I try to start using Run: "C:\Program
Files\Microsoft Office\Office11\Outlook.exe" /firstrun

If this happened to me, I'd uninstall Office again, use the Windows Installer
Cleanup Utility (http://support.microsoft.com/kb/290301) to completely remove
Office, then reinstall it. I'd then use the Mail applet in Control Panel to
create the account and PST before ever starting Outlook.

Brian, Thanks!!! I have it up and running now.
Since the Mail applet in Control Panel goes away after the uninstall/remove,
when I reinstalled, I did NOT apply any updates (as in SP3) I went
immediately to the Mail applet and the selections which had been grayed-out
are now available. Therefore, I was able to set up a new data file (.pst)
and then import all the data from my old copy.
