Outlook 2003 problem with forward/reply to external emails

When one of the guys here at work tries to forward or reply to an external
email, they hardly ever get sent on the first try. The Administrator sends
back an email saying he doesn't have the authority (or something...). He
double clicks on that email which opens a screen with an option to Resend the
email. He does and it goes through. Does anyone know how to fix this? It's
become quite frustrating and he'd like to not have to waste the time
resending and then deleting all the administrator automatic messages. Thank
you.
