It is a problem with how the offending software is written that keeps Outlook open. It is not an Outlook issue per se, but how the other programs release (or in this case) do not release Outlook to close.

| In my instance, I have Plan Plus v5 for Outlook, and Symantec AV CE,
| v10.0.1.1000. Often, when closing Outlook, the taskbar closes, the
| Outlook icon is gone from the system tray, and the process
| (OUTLOOK.EXE) remains open. Also, regularly the Reminders window from
| Outlook will remain open.
