Outlook 2003 profesional

I have a new laptop running Vista home premium since installing Outlook 2003
when I recieve an email from a company if I click to view content on their
website I get a message saying, "This operation has been canceled due to
restrictions in effect on this computer. Contact your system Administator" I
am the Administrator how can I enable this facility
