The only place you can change the background colors is by using the Calendar option under Tools to change the color of your calendar. This does not reflect in any other view except for the calendar view. If you are talking about the surrounding color in Word (background around the document), then I don't know how to help you change it in other programs. It is specific to Word, etc. and not Outlook.
